Equine Regulation require that you notify a change of ownership within 30 days.  It is the responsibility of the new owner to inform STAGBI of the change of ownership

Seller to sign the certificate of ownerhsip/transfer of ownership form.  This is a Blue form, usually found tucked into the back of the passport. Form and Passport should be given to the new owner when the horse is sold.

New owner should complete the  transfer of ownership/certificate of ownership form.  Completed form, Passport & fee to be submitted to STAGBI office.

New owner details will be updated on STAGBI Database & Passport and a new Certificate of Ownership will be issued.

NOTIFICATION OF CHANGE OF OWNERSHIP

N1     As an authorised and approved Passport Issuing Organisation for Standardbreds in Great Britain and Ireland STAGBI will issue passports in accordance to the regulations as specified in the Commission Regulation EC 2015/262 (the “2016 EU Regulation”); 2018 No 761 The Equine Identification (England) Regulations 2018; 2019 No 57 (W.20) The Equine Identification (Wales) Regulations 2019 and 2019 No 30 The Equine Animal (Identification) (Scotland) Regulations 2019

N2     The above Regulations require that a change of ownership is notified to STAGBI by the new owner, within 30 days of change of ownership.

N3     When a horse is sold, the horse’s passport should accompany the horse to the new owner. It is an offence to withhold a passport when a horse is sold.

N4     Transfer of ownership to be completed when a horse is bought or sold.  It is the responsibility of the new owner to complete the transfer of ownership and inform STAGBI.

N5     Certificate of Ownership/Transfer of ownership form should be completed (signed by seller and buyer)  and returned to STAGBI with the passport and appropriate fee (contact STAGBI or see website for current fees).

N6     New owner details will be updated on STAGBI database and within the relevant section of the passport.  A  new certificate of ownership will be issued and should be kept with the passport as evidence of ownership.  The Passport and Certificate of Ownership will be returned to the registered owner by Royal Mail “Signed for Delivery” or “Guaranteed Delivery”  if requested (see additional fees. STAGBI accepts no responsibility for passports that may be lost in the post.

N7     In order to provide you with STAGBI services and comply with the law and regulations by which STAGBI is bound, we will need to collect some personal data in accordance to General Data Protection Regulation (GDPR) and Data Protection Regulation (DPA 2018).

As an Owner,  your name and address will be permanently recorded in the Statutory Section of the Equine Passport, STAGBI Database and forwarded to the UK Governments Central Equine Database as required by Regulation mentioned in H1.            STAGBI may also be required to provide your personal information to comply with a specific request from Local Authorities, Police or Government. As an owner your details may also be shared with a racing organisation /other Standardbred Stud as requested.

If you do not provide the information it may delay or prevent us from meeting our obligations and may mean that unfortunately we will not be able to provide our services to you.  For further details please refer to Privacy Policy  Appendix 3 of this document, on website www.standardbred.org or you can request a copy by post.

N8     In the absence of a Certificate of Ownership/Transfer of ownership form, new owner is advised to contact STAGBI.
